Actually I believe that little more then link to the documentation is
deserved in this case:
What you have seen in the screencast is functionality of the commenting
module that gets installed together with the ETK (the Enterprise Edition
extension of the STK). Looking at the list of jars in your webapp folder
this is not what you have installed. I'd say you are using CE + STK
instead. Anyway even in this case you should have the basic commenting
functionality available there. The difference is that plain STK version
integrates IntenseDebate commenting functionality rather then storing
comments within Magnolia as the EE/ETK commenting does. It should still
look pretty similar.

As for the commenting feature itself you should be able to see the
"enable commenting" button on any of the pages using "Article" template
by default. Since the comments themselves are just another Magnolia
paragraph, you are of course free to add this paragraph to any other
template list of paragraphs (the paragraph name is "stkComments") and
add it to any page this way.

In order to get the commenting with IntenseDebate (ID) working, you also
need to create your account on ID service and configure that in
Magnolia. In AdminCentral go to the
Templating/SiteDefinitions:/default/templates/prototype/mainArea/comments and 
add your ID accountID to the intenseDebateID field.

If you want to achieve exactly same functionality as you have seen in
the screen cast, make sure you download EE version and request
evaluation license so you can try it out.
