The listener will be triggered after delay if no other event show up.
If other events keep on coming, the listener will still be triggered
in any case after maxDelay.

It is not cleare which are the differencies between them:
the idea behind is clear, it is a time to wait before call the
command linked to the observation listeener.
But why 2 properties?
