One of the beat things about magnolia is that it's an excellent open source java based cms. There are nit many out there that are comparable in features and extendability. In my miind java as a front end offers lots more architectual benefits than php can. However you may favour php over java for non architecutal reasons such as skill sets, operational experience etc. as the article suggests.
If a php front end is important to you then it wouldn't be too difficult to extend magnolia to publish content to XML files. However, I suggest this content be authored using te data module. And keep in mind you lose the benefit of inline editing which authors love. We have done a similar thingto cater for a part of one of our sites that is flash driven. Except the XML is not published to files. Instead, the flash calls a web service hosted by magnolia (our extension) which in turn queries te repository and returns content as XML. So in short you can easily build this but you lose inline editing of your content.
