I think you'll only find out the "best" way if you can explain *why* you
want to do that.
There's not always a good reason to do it.
It's mostly a consistency reason.
Authors want to know the page will look, and they want to edit contents
because that's their work. Even if they can't edit public content, at
least they want to know how the part they can edit will look when mixed
with public content. That's simply the way Magnolia works for every
other part and it's not so easy for them to understand that this part is
different even if there is no seeming reason (from their point at least).
