What do you mean by "template dropdown list is, but does not work"? Are you using Sitedesigner with Magnolia 4.x? What version of Magnolia are you using? As there was some API changes regarding to ParagraphManager which is the class you got ClassNotFoundException with? Have you done some update? Again do you have the public instance installed (core and templeating modules are the one we are interesting to)? Have you registered some paragraphs to be used with the template in its script? Are those paragraphs available?
