I've seen that message only with simple PM (which is not
your case apparently) or when the simple PM was not 
switched to bundle one properly so the repository
got corrupted, which I'm afraid is your case.
I would expect you see "could not execute statement, 
reason: Communications link failure" in your log
as well.
For informations related to PM changing have a look at [1].
In case your public instance repository is corrupted and 
you will have to restore it.
