Glad you solved that. Failing to load referenced classes is always a possibility. All you get from the manager is info that it can't find/load the command, but not why. Class dependencies can indeed cause the problem as well. When not sure I always stuff the command in the default catalog and if I can't get it even from there, then I start looking for the class loading related issues.
