On a whim, I'd just remove the references to the relevant css files under 
themes/pop/cssFiles/ (wide and small, I suppose)

That should be enough - it's also enabled for browsers that don't support it 
natively, via jquery-mediaqueries. (But I don't think you should even look into 
this, the mere absence of the css references above should be enough)

BUT -- what kind of problems are you encountering ?
