Based on your last email, I assuming your public site is running on http://localhost/magnoliaPublic? If not, and just to re-iterate, ensure the URL in server.activation.subscribers.magnoliaPublic8080.URL is exactly the same.
How have you changed the port from 8080 to 80? Through Tomcat (or other app server) or have you added a web server such as Apache? I'm just thinking if this may be a redirection issue of some sort between your web server and app server? Another factor could be security access (although you may receive a different message in the log) - Have you changed the password of the user you are trying to activate with? Magnolia requires the same access across the Author and Public instances of what you are trying to activate - so ensure any changes to your user roles or password, etc are also made to the public instance.
