Just to make sure I understand what you say: When you login to public
instance and check the configuration in config:/modules/mail/config/smtp
the servername and port are correct, but when public instance of
Magnolia attempts to send the mail, it is trying to send the mail via
localhost:25, correct?

The menu item is not available or when you click on the menu item the
page is not available?

Probably the easiest is to go to Configuration and delete /modules/mail
and then restart the server. You might get some duplicate errors when
module tries to re-bootstrap its configuration.
