Messages file is UTF-8 no BOM with magnolia 4.2, should the messages file be ISO-8859-1 (I thought it was), but I don't see what difference it would make?

This works fine on my mac but on the live RHEL server I get ??? foo.bar ???. I have only 2 lines with an ampersand in the file and both fail, the rest of the file is ok.

I don't understand as & is a valid ascii character. How should this character be escaped (I can't do testing on the live server)? A pointer to some docs would be great as I can't find anything that seems relavent.
