One of the nodes you are trying to activate is most likely checked out or you 
don't have access to it.

More info would be helpful
- exact version of magnolia
- what content are you activating (website, dms, data)?
- full log from the public instance (just don't post it to the user list. put 
it somewhere like pastebin.com or similar and post only link here)
