CE snapshots are available to everyone same as the CE final builds. See http://repo.magnolia-cms.com/snapshots/
EE snapshots are available only for EE users, not for evaluation. If you are evaluating Magnolia and need to evaluate fix made on a snapshot build, send mail to evaluation at magnolia dash cms dot com and explain what are you evaluating and why do you need a snapshot.
