The "Selected page only" scope option is not available in the website 
workspace. You can only select "Selected and sub pages" or "Sub pages".

As you already guessed, the dollar sign is a workaround. When you need to grant 
or restrict user access to a particular node (such as root node /), use the 
dollar character ($). The dollar character means "end the expression here". See 
an example in Marking the end of a path [1] and apply to your case.
