I want to ask what is the method to bootstrap config files, which don't get
loaded after build.
I have all the files in the same directory, and
config.modules.adminInterface.config.menu.*.xml [NO]
config.modules.adminInterface.pages.*.xml
[YES]
config.modules.dms.dialogs.dmsEdit.tabMeta.startDate.xml [NO]
config.modules.foo.*.xml
[YES]
some get loaded after build, and some don't.
