I tried adding the scripter role to the group that needs access to the groovy 
shell but that still does not grant the user access to the shell.  I had to 
individually assign the scripter role to each user that belongs to that group 
for the users to have access to the shell.  Any reason why assigning the role 
to a group does not work?

By default the Groovy Interactive Shell is accessible by superuser and  
scripter roles. The latter is a special role created by the Magnolia Groovy 
module. If you want custom roles/groups to access the console, you need to
