I am trying to follow this tutorial about creating templates

when I add this code to my template
<cms:mainBar
dialog="my-page-properties-dialog"
label="Page Properties"
adminButtonVisible="true"/>
nothing appears, and I get no errors, I've included the taglib also
<%@ taglib uri="cms-taglib" prefix="cms" %>
