We had the same requirement (although ours included searching across our own 
workspace as well).  We decided to use Google Search Appliance, since we 
already had that from the previous version of our site.  Something like solr 
should serve the same purpose.  The potential limitation is that crawler based 
engines will index only documents that are directly accessible via links on 
your site.
