afaik nothing changed since 2007 and this is still not suported [1]
... and related issue is also still open [2]

You can achieve the result by traversing the tree using content visitor or by 
searching for all activated pages and all modified pages after certain date and 
then excluding one result set from the other. The topic itself was discussed on 
the list in the past more then once.
googling for "mgnl lastmodified activated query" or similar query should also 
give you bunch of relevant results.
