What you are looking at is writing the custom DAMHandler that would do the job, 
similar to the "upload" (InternalAssetDAMHandler is the class that does it) 
that just uploads binary under the page in website.
I think somebody already wrote something like that (and maybe they are willing 
to share ... anybody?) or at least there was a discussion about the topic in 
the past in the list.
