It has been around since at least Mag 3 I would say.
All you need to do is to define the namespace in your JSP, for instance:

xmlns:fn="http://java.sun.com/jsp/jstl/functions"
xmlns:fmt="urn:jsptld:http://java.sun.com/jsp/jstl/fmt">
