Probably a permissions issue. I can see in your screenshot that you are logged in as superuser. Superuser should have read permissions to the forum workspace and should see the Page Comments forum.
Couple of things to check: * The Page Comments forum is bootstrapped by the Commenting module. Is the Commenting module installed? You don't need it to work with forums but if you didn't create any forums yet you won't see any content. Alternatively, go to the Forums menu in AdminCentral and create an empty forum. You should see it when you refresh the page. Note that forum content (threads, posts) really should be created on the public instance only as Greg points out above. * Your screenshot URL reads forums.html?mgnlLogout. Make sure you are logged in. * Did you set permissions yet? Once you activate to public instance, you need to do this.
