AFAIK the anonymous role has read-only access to DMS on _public_ instance so 
you should not need to do anything as long as you don't want to _restrict_ 
anonymous user from seeing such document.

The urls for DMS (afaik) always start with /dms/ or /dms-static/ prefix. You 
can change the prefix, but there has to be always some prefix telling Magnolia 
that content is in DMS rather then in website. You can use virtual URI mappings 
if you want to produce some more dynamic urls to the documents.
