Multiple site configurations is indeed an enterprise feature. In the community edition you will be able to enter a single site configuration with proper theme etc. So what you will see in the community edition is the "default" site definition in enterprise (you can check back with our official demo site for that [1] )
I'm afraid I don't really understand the other questions, but I believe you might be missing to add the newly created template to the site configuration's template availability [2].
