I would definitively upgrade to latest version, tho it's gonna be a pain since you skipped so many versions. Problem is that author instance needs to know about public to activate/deactivate/delete. You need to find out where in 2.x configuration is location of public instance specified and update it to use new port. Since 3.x this config is in config:/server/activation/subscribers but I don't know where it was prior version 3.
