In that case versioning is most likely enabled as well. You can quickly check it by looking at config:/modules/adminInterface/commands/website/activation/ - you should see "version" subnode there and if that subnode has "enabled" property, it should be set to true (if not present, that's ok, default is true). > But when I said "edited and not activated", I really just edited the page.
