This depends on which version of Magnolia do you use.
In versions prior 4.5 this tag library was included in the
magnolia-taglib-cms-*.jar library.
Since version 4.5 this taglib is included in compatibility package only since
there is a replacement for the library in for of built in beans/functions. To
make a search you should be able to use ${cmsfn.query(....)} if I'm not
mistaken. How old tags match to new functions should be all described on the
wiki, so maybe just try to search for it, or maybe someone else has the link
handy or remembers exact syntax and will provide it for you.
