Look at the default workflow shipped with Magnolia. This already uses editors and publishers. The only thing you need to change is not to activate upon approval from publisher, but instead redirect to inbox of admin (that would be again same step as assigning item to publishers only with different group name). Make sure to modify ID of the workflow upon every change in it. Otherwise engine might not find out that the definition has changed.
