I think you're trying to create the wrong node type "mgnl:folder".
If you export a folder node in the data module you can see it has a different
node type:
<sv:property sv:name="jcr:primaryType" sv:type="Name">
<sv:value>dataFolder</sv:value>
</sv:property>
