Hi Steve

It comes with STK. The configuration is at 
config:/modules/standard-templating-kit/templates/components/content/stkHTML. 
Beware: That is

a) from the top of my head, so better double check
b) for Magnolia 4.5 (for 4.4 it would be something like 
config:/modules/standard-templating-kit/paragraphs/content/stkHTML)

The component should be available on the "Article" page (stkArticle) and 
similar in the main content area. But the way it is setup (see 
config:/modules/standard-templating-kit/templates/pages/stkArticle/areas/main/areas/content/availableComponents/stkHTML/roles)
 it requires the superuser role in order to show up in the "new component" 
dialog. Of course you can change this (as anything else) in Magnolia.
