When I used NetBeans with Tomcat, I saw the [b]exact[/b] same issues you reported. I was able to solve it by rebooting the system, but reboots between builds aren't conducive to a good development environment. lol
I'm not a fan of integrating Tomcat with any IDE, I've noticed that Tomcat fails to shut down or doesn't redeploy cleanly. The exception to this is with IntelliJ, for some reason IntelliJ is the only IDE that handles Tomcat properly.
