Yes, set FCKConfig.IncludeLatinEntities = false in the FCK Editor BEFORE 
entering the content. And if using Tomcat, change URIEncoding="UTF-8" and 
useBodyEncodingForURI="true" in server.xml

And vote for http://jira.magnolia-cms.com/browse/MAGNOLIA-5014 to be fixed asap 
;-)

As far as translators are concerned, sometimes they are part of the 
editor-teams, but most often they provide word documents based on the original, 
public web pages which are then entered by the editors.
