First for Webspehere you need Websphere module which is only part of Enterprise 
Pro version so unless you have this version you are out of luck. Second IIRC 
configuring all the options under webspehere and setting security is non 
trivial so it might take you some time to do that unless you are already 
familiar with Websphere.

As for data migration unfortunately schema is different between MySQL and 
Oracle so simply export of tables and re-import in Oracle is not an option. 
Either you will have to export all your data from current MySQL based 
installation in jcr xml format and reimport that in new Oracle based 
environment (but you are loosing old versions of content in the process) or you 
might want to have a look at RepositoryCopier class of JackRabbit. If you are 
lucky, it might be able to migrate repo for you.
