CMS is a Content Management System...

Magnolia CMS 5 has been designed with the needs of mobile users in mind. The 
system is designed to accommodate touch screens; meanwhile websites built with 
Magnolia can be optimized for viewing on mobile devices. In the context of 
Magnolia CMS, it is indeed possible to develop mobile apps.. but I wonder if 
that is what you mean...
