MgnlContext.getLocale() should give you locale w/o having to resolve to parsing 
URI and w/o having to rely on URI to contain it in the first place (you can 
also pickup locale delivered via request header, cookie, etc)

Components.getComponent(I18nAuthoringSupport.class)  should give you what you 
are looking for.

In general whole i18n handling is configured under config:/server/i18n, you are 
free to replace any of the implementations w/ your own to deliver whatever 
handling you need. URI and link mappings in general ask those classes for 
correct way to i18n-ize the URI or to map content location from the request.
