I guess the 'best interface' depends on your specific use case.  Several 
techniques I can think of:

1. You could render HTML pages served by Magnolia in a native mobile app
2. Use template variations to render content in a different format:

3. Plug your own library for REST into the Magnolia filter chain (e.g. RESTEasy)
4. Use the CMIS module to access content from the DMS which provides both a 
SOAP and a REST (AtomPub) interface:
