Yes rich text editing was disabled on touch devices until we can resolve 
problems with touch input in the area. Chrome's latest update caused itself to 
now report itself as a touch device (they are making their browser more 
consistent across devices, and its true that some desktops support touch now). 
And this is what caused your problem.
We have changed the behaviour to disable the rich text area specifically on 
android and ios devices, instead of on devices supporting touch.

We'll be releasing this in 5.2.2 due out in 2 or 3 days.

In the meantime - you could ask your users to use a different browser, or patch 
the code yourself with the small changes linked to the ticket, namely:
