Here is what finally made it work:
Configure the damfn: Modules -> rendering -> renderers -> jsp ->
contextAttributes
Add a Content node called damfn with 2 properties: 1. component with value of
info.magnolia.dam.asset.functions.DamTemplatingFunctions 2. name with value of
damfn.
Then in the jsp component:
<c:set var="img" value="${damfn.getAssetLinkForId(content.smallImage)}"/>
<img src="${img}" />
