Sorry, I realise this is old and I don't know the bumping rules/etiquette here, but I have just written a blog post about my solution to this and thought anyone finding themselves here after Googling would appreciate the link. It turns out to be really simple to run author and public instances locally in the same container with no server.xml or context.xml.
