The problem with rich text (i.e. HTML) is of course that you cannot cut the 
text anywhere because you will most likely end up with malformed HTML. So if 
you only need to validate the text length, you could use one the HTML parsing 
libraries, strip the html tags and validate the remaining text. However if you 
want to cut the text (e.g. for a teaser) AND still keep the formatting, things 
might be a bit more difficult.
