Hi Jan!

The error you are describing is indeed one that means that you have no
public instance to publish to.
No worries, you can just work on the author environment.

What the publish command does, is try to connect to the configured public
instance, and push the changes you made on a page, or whatever type of
content you are publishing.
Since you are in the developing stage of your project, if I'm correct, just
work on your author environment for now. No publishing needed. If you want
to get rid of the error you're experiencing, just go to configuration >
subscribers > open the public instance node, and set active to false. This
way your author environment knows that there is no public instance to
publish to (yet).

When you are ready to test your work on a public instance, deploy a
Magnolia public instance, edit the configuration > subscribers node, and
point to your public instance by setting the correct url in the config, and
set active back to true.
