For the sake of delivering a complete answer, I forgot to add that page templates with renderType=stk can also be restricted by adding a "roles" node to the availability with the corresponding role. See Site definitions > (/default)/templates/availability/templates/stkFAQ for example
So in this case, only superuser can add this page. Another user that does not have the superuser role (eric for example, if you have the demo-project or check our demo instances) cannot choose this page template for new pages or change an existing page to this.
