To chime in late on this one:

Activating large amounts of content is a well-known problem to us. There is no 
good solution at the moment, AFAIK.

Note that this is also a classic way our editors can bring down the system: 
activate a big tree of images in DAM (and then, because the system isn't 
responsive and does not indicate the activation is in progress, activate it 
again. And maybe a third time! Yay!) 
This kind of thing can bring down the author node and the public nodes, in the 
worst case all of them at once. After restarting the JCR repos of the public 
nodes are typically out of sync with the author node.

To move large amounts of content between instances, we solve it in two ways:
1) by having a custom exporter and importer: it exports a subtree of assets 
with each asset in an individual XML file. The importer then imports these one 
by one, committing each time (so the session doesn't explode with uncommitted 
data).
2) by copying the whole repository physically, search indexes, datastore, 
tablespaces and all...

To activate large amounts of content from author to public nodes:
We ask editors *not* to do large activations in DAM
We do it for them, manually activating one folder at a time so not too much 
content gets activated at once.
