Ah indeed the versions there may be confusing. Basically, migration was left aside at the time of releasing 5.4, and was only supported in 5.4.3. By then it already had a 2.4 branch for other reasons. I no longer expect any active development there, unless any migration issue occurs.
For migration, a task is provided by the resources module: the TemplateMigrationTask. By default it migrates the content of the entire workspace, under some conditions, and should be executed automatically by version handling when you migrate from resources 2.4.1 or earlier.
