We have a similar problem and after many long discussions
we came up with this solution:

In order to have some (same) paragraphs from page A on other pages (B, C,...)
good idea is to include them there (B, C,...) from page A
so far this is possible, but not so flexible as this scenario:
In website Tree we also should be able to see paragraphs as nodes
then we could use this tree in order to select the desired paragraphs for inclusion
same as we can select page as internal link
yes, there is a lot of work before all this becomes usable
and i'm very busy this month, but next month this will be priority ONE
so if someone else do it before me, i hope he finds the above scenarios usefull

I'd like to know what do official developers think about this...
