I think it would be the best to download Magnolia 2.0 and have a look at the samples-navigation JSP. there you can see how content is reused in general and maybe it helps with your specific problem.

i'm not sure if i understand you right, but why not using:

<cmsu:simpleNavigation />

This will write out automatically a menue structure
ready for css...
