Don't edit them in the work direcrory of tomcat -- tomcat will delete
that as its personal workspace on restart. Do the edits in the expanded
war directory under webapps.

when I restart tomcat, they go away.
To save the file, I have to chmod & chgrp the file to another user. When
I fire up tomcat, I do it as root, and files go back to being owned by
root.
Do I need to edit the file as root for it to work?

These seem to be a paths or pointers to content rather than a literal

Can you still use a literal string for a label or description?
