True. But this would create the situation where a link in an html file
includes the root folder (e.g. href="/en/homepage.html") and is then resolved
to a different URL (e.g. "/homepage.html"). My understanding is this is bad
practice WRT Search Engine Optimization. If I here otherwise, this could be a
good solution. Although, I still prefer the solution to remain within
Magnolia.

Ronald,

You could do this at your web server level... for apache for example this
would be done via the rewrite_mode--all set in the httpd.conf file.
