I would suggest allowing the administrator to set policies based on age
of versions, number of versions, and nodes.
For example, you could set for a cetain node an age policiy to purge all
version of 1 year or older, another node a policy to purge all versions
beyond the order 100, other nodes are excempted from the purge policy.
