check /logs/catalina.out and and /webapps/magnoliaAuthor/logs
in 2.1.3 sometimes activated pages do not appear in the browser until
you quit the browser and log in again. well, maybe are all your pages
there and you just don't see them :)
if not, maybe you find something strange in the logs.

Thanks for your quick reply. I believe this is the case, both versions
allow the default 'superuser' user, with password 'superuser', i.e.
you can log in on both author instances with it. I do the activation
while I'm logged in as 'superuser'. Is there way to check whether this
is the problem, is there probably a logfile that might reveal a
'password incorrect' message?
